Summary

​Dr. Fischer provides an overview of changes to the farm safety net, including the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs in the 2018 Farm Bill. He also provides an overview of the new ARC/PLC decision tool recently developed by the Agricultural & Food Policy Center (AFPC) at Texas A&M University. Finally, he highlights several upcoming legislative issues to watch in the 116th Congress.

About the Presenter

Bart FischerBart Fischer is co-director of the Agricultural and Food Policy Center (AFPC) at Texas A&M University. He previously served more than 8 years on the House Committee on Agriculture as chief economist. During that time, he helped usher through the 2014 and 2018 farm bills and was involved with other major agricultural policy developments in Washington, DC. Fischer has bachelor’s degrees in agricultural economics and business administration from Oklahoma State University, a master’s degree in environmental policy from the University of Cambridge, and a doctor in agricultural economics from Texas A&M University.​
